Put a pan over medium-high heat and let it heat. Add oil.When the oil is hot, add the chili and garlic, and saute until the chili is slightly roasted and the garlic becomes golden-brown.Add chicken and stir-fry for 30 seconds or so.Add the sugar, soy sauce, and fish sauce, and stir for three to five minutes or until the chicken is cooked.Add the onion and stir-fry for another 30 seconds.
